The moment when America will be spending more on debt reduction than on defence is projected to arrive in 2012, a classic sign of imperial and therefore cultural decline. The Republicans have pursued for the last two years a strategy of obstructionism, which has torpedoed President Obama’s plan for a bipartisan politics in dealing with significant structural change. If the Democrats lose control of Congress in the midterm elections this November, then Obama’s agenda will be cast adrift for his remaining term as President.
